Spectrum Community Services, HEAP (Home Energy Assistance Program) & Weatherization

Spectrum Community Services Inc., administers federally-funded programs to help low-income household pay their energy bills (HEAP, Home Energy Assistance Program) and provide energy-savings measures (Low Income Weatherization Assistance Program) to people who meet the eligibility requirements.  See website for application packet and/or application pick up locations in Dublin, Pleasanton, Livermore.

HEAP :  (510) 881-0300 ext 216, 214 (Spanish) or 225 – Eligibility based on household’s total monthly income, which can not exceed HEAP income guidelines.  Funds are for household with low income and high energy costs, prioritizing households with elderly, disabled persons and/or children under six years old.

Weatherization: (510) 881-0300 ext. 272 – As federally funded program, Spectrum can give energy savings measure to people who meet eligibility requirements.  Priorities are placed on households with seniors (60+), disabled, and children under 6.
